DRB Update

The outcome of a Wednesday July 19th meeting before the actual DRB was mixed. There was some good and some bad, which is normal. Doucette Flagstaff is planning on beginning its individual lot improvements to begin construction activity (grading, lot prep, retaining walls, drainage) once the City of Flagstaff accepts our initial grading plans. As soon as the developer is able to provide a grading certification for the site, we will be allowed to begin foundation work on the individual homes. Then, we have an issue with defining adequate access to allow us to go vertical (begin framing). Normally, the COF requires the streets to be complete and paved prior to allowing vertical construction. We are seeking a modest compromise to assist us in moving forward more quickly. A possible first or rough lift of paving needs to be completed to provide emergency access and then we can begin vertical construction so that when first phase improvements are complete, we will be ready to close escrows on completed homes. Doucette is seeking the completion of first phase improvements by November 1st which will allow us to close home in the first quarter of 2007. If we are forced to sit through the winter without going vertical, we will have to determine whether to even begin foundations, which will cause closings to be delayed unitl summer 07. On Thursday July 20th, the DRB did approve the phasing plan for Presidio in the Pines, with the conditions as stated above.
